d0c4bd3bbd fix: correct COPY path and add CMD in Dockerfile

Build Docker Image / build (pull_request) Successful in 7m54s
Details 
- COPY ./app /app/app → /usr/src/app/app (matches WORKDIR)
- Add CMD for uvicorn startup (was missing, inheriting python3 no-op from base image)
