Added 'pd-cards scouting upload' command to upload scouting CSV files to the database server via SCP. Also updated CLAUDE.md with critical warning that scouting reports must ALWAYS be generated for ALL cardsets (no --cardset-id filter) because filtering overwrites the full reports with partial data.
