fix: apply same open-packs hotfix to cogs/economy.py

The production bot loads cogs.economy (not cogs.economy_new.packs) for the
open-packs command. Apply identical fixes: AUTO_OPEN_TYPES filter and
pretty_name fallback for hyphenated pack type names.
