Add Gitea Actions CI/CD pipeline

- Add complete Docker build workflow with semantic versioning validation
- Add manual deployment script for production
- Add comprehensive setup and usage documentation
- Automated Docker Hub push on main branch merges
- Discord notifications for build success/failure
- Multi-tag strategy (latest, version, version+commit)
