KEY ARCHITECTURE:
- Global asyncio.Lock() prevents concurrent picks (30s stale override)
- Draft monitor task: 15s polling, self-terminates when timer=False
- Cap validation: 32.00 sWAR limit, top 26 of 32 roster spots count
- Format: Linear rounds 1-10, snake rounds 11+
