Attempted paper-dynasty-database#15 — Replace broad except Exception blocks with specific exception types. Status: success. Summary: Replaced 71 broad `except Exception` blocks across 19 router files with `except DoesNotExist` from peewee. Added DoesNotExist to each file's db_engine import.
