Add comprehensive Proxmox VE 7.1 → 9.1 upgrade plan
Create detailed two-phase upgrade strategy for Proxmox hypervisor:
- Phase 1: 7.1 → 8.4 (Debian Bullseye → Bookworm)
- Phase 2: 8.4 → 9.1 (Debian Bookworm → Trixie)
