Update backlog skill to use gitea-mcp, sync settings and plugin lists

- backlog/SKILL.md: Prioritize gitea-mcp MCP server over raw curl API calls
- settings.json: Updated configuration
- plugins: Updated blocklist and known_marketplaces
- Removed stale mcp-needs-auth-cache.json
